The vision of the standards-based education reform movement is that no student, by virtue of poverty age, race, gender, cultural or ethnic background, disabilities, or family situation will ultimately be exempt from learning the required material, although it is acknowledged that individual students may learn in different ways and at different rates. Standards outline what students need to know, understand, and be able to do. All students are believed to be capable of learning and of meeting high expectations. Expectations are raised for all students’ performance. Rather than norm-referenced rankings, the performance of all students is expected to be raised. Curriculum, assessments, and professional development are aligned to the standards. This supports inside-out change by emphasizing professional development, staff collaboration, mentoring, formative assessment, and continuous learning. This will “give teachers room to make curriculum meaningful their students” (Darling-Hammond p.229). This in turn will allow teachers to be more creative in teaching diverse students.
